I think it's open to the public, but you might want to take care of your belongings before leaving them in the parking spot. It's a good place for taking photographs, but sometimes it's too windy as it's exposed right to the sea. Good for sunset viewing as well.

I think I found this cliff by accident as it first looked like a part of the private property of Gajah Mina resort. Apparently, it's open to the public and offers a good aerial view of the Balian area. It has some roofed seating areas, but one of the huts has the tiles and the brick ornaments partially collapsed and just lying on the ground.

I think it's a great place to enjoy the sunset! Don't miss seeing the bats flying out of the cave as soon as the sun is completely vanished. This is spectacular! After this, reward yourself and enjoy your dinner at the Secret Bay restaurant.
